RESUME:   CAPTAIN JOHN C. MANDERS    

 

CAPTAIN  MANDERS is an expert in marine operations and safety.  He recently retired from active employment as a Ship Master in the Merchant Marine after a seagoing career spanning 46 years.   He served for 35 years as a Ship Master, including 27 years in offshore oil & gas industry marine operations.

 

Capt. Manders is qualified as a Marine Liability Expert in Marine Operations in the United States District Courts and State Courts of Louisiana, Florida , Texas, California & Hawaii.

  

A  graduate of the U.K. Merchant Navy College on the River Thames, near London, he holds a British Unlimited Master Mariner’s license for Vessels of Any Gross Tonnage Upon the Oceans (1968).    Earned serving aboard fully refrigerated cargo/ passenger liners, container ships, break-bulk freighters, and self-discharge bulk carriers.

 

Additionally, Captain Manders passed the United States Coast Guard examinations, gaining a USCG Unlimited Master Mariner’s license for Vessels of Any Gross Tonnage Upon the Oceans.   He also holds a USCG  Chief Engineer’s license for any horsepower diesel engines, and a USCG Offshore Installation Manager's unrestricted license (O.I.M.) for self-propelled Mobile Offshore Drilling Units (MODU'S)..

 

His long experience as a Master in the Merchant Marine and offshore industry includes 19 years as lead captain aboard large, powerful, anchor handling vessels, towing vessels, supply vessels, and DP diving support vessels servicing drilling rigs and platforms in many operational areas. 

 

He also served as Master aboard dynamically positioned (DP) drill ships, and as Offshore Installation Manager aboard self-propelled, semi-submersible, column-stabilized, floating drilling rigs (MODU's).   Due to his experience, he was frequently appointed as the marine insurance underwriters'  Person-in-Charge/Rig mover during MODU relocation operations.

 

Until recent retirement, Captain Manders was employed by Global Industries Offshore, Inc., as Master of semi-submersible DP/ MSV/SWATH vessels supporting offshore oil & gas industry marine construction, deep water pipe-laying, trenching, ROV, subsea installation, saturation diving and surface diving operations, in the Gulf of Mexico and internationally.

 

Currently, Captain Manders and Associates provide consulting services to the maritime industry and the legal profession.

DETAILED PROFESSIONAL EXPERIENCE  :

 

Global Industries Offshore, Inc. ( 1999-August 2003).   Recently retired Master of DP/MSV/ROV/ SWATH/ deep saturation diving systems support vessel ” Global Pioneer ”, operating in marine construction offshore in the Gulf of Mexico and internationally.   Also as Master/DP operations supervisor of self-propelled, dynamically positioned, combination Heavy Lift Crane/Pipe laying/ Diving Support vessel “ Hercules”, operating in deep water in the Gulf of Mexico .  

 

Stolt Offshore, Inc. (1997-1999).  Master of dynamically positioned, and four-point dive support vessels equipped with ROVs, working  in deep waters offshore Gulf of Mexico .  Engaged in deep water pipe-laying/trenching and marine construction and deep saturation system diving operations.  Four-point Dive Support Vessel Master.

 

Edison Chouest Offshore, Inc.(1995-1997).    Served as Master of a new container ship under contract to Military Sea-Lift Command operating throughout West Pacific, S.E.Asia and Indian Ocean .  Shuttling refrigerated and dry vans, plus live ammunition containers between Japan , Guam , Singapore and Diego Garcia for the U.S.Navy.   Served aboard DP deep-water dive support vessels, with  ROVs, internationally, under contract to the U.S. Navy’s Deep Submergence Unit, between Hawaii and San Diego .   Served as Master of new icebreaker Nathaniel B. Palmer, based between New Zealand and Tasmania and Chile , operating in Antarctica , under contract to the National Science Foundation, funded by the U.S. Navy’s - Operation Deep Freeze.  All above operations required security clearances from the U.S. Defense Dept.   Served as Master aboard large 3-D Seismic survey vessels operating in Gulf of Mexico , and in Mexican waters.

 

Diamond Offshore Drilling, Inc.(1989-1995).    Served as Offshore Installation Manager/Barge Supervisor/ Rig Mover aboard self-propelled, column-stabilized, semi-submersible drilling rigs (MODU’s), moored in deep water locations, in water depths up to 3,500 feet, offshore Brazil and Gulf of Mexico .  Responsible for planned maintenance program, rig stability and rig relocations, and maintaining rig positioning over location.  Responsible for safety and training of rig personnel, offloading and loading of drilling materials, and all marine operations.  Involvement in budgeting rig operating costs.  Responsible for handling of hazardous materials and all other environmental considerations. Tow master.

 

Sonat Offshore Drilling, Inc.(1988-1989).   Master of largest drill ship in the world, the dynamically positioned “Discoverer 534”. Drilling in deep water depths up to 5,000 feet in the Gulf of Mexico .  Overall direct responsibility for safety of all personnel and the vessel, and maintaining ship over the drilling location.  Also responsible for planned maintenance program and vessel stability, material logistics and all marine operations, and onboard training program.

 

Ocean Drilling and Exploration Co., Inc. (1981-1988).  Employed as Master of ODECO drill ship in Brazil and was then transferred to a semi-submersible drilling rig as a Barge Master, also located in Brazil.  From 1981-1982, Petext training to driller level. Well control/Blowout Prevention certification - driller level.  Petext training as offshore crane operator.  Worked as both driller and crane operator in 1981& 1982.

In 1987 was transferred to the Gulf of Mexico to work as Barge Master on ODECO  MODU semi-submersible rigs.  Also worked as a rig mover in the Gulf of Mexico and internationally, being the  Person-in-charge of rig relocation operations during numerous rig moves.  Tow master.

 

Tidewater Marine.(Tidex) Inc. (1971-1981).    Master of large, powerful, anchor handling / tug /supply vessels and fast crew boats engaged in worldwide offshore oil industry marine support operations.  Plus anchor handling and rig towing operations, internationally. Tow master.

 

Reynolds Metals Company ( Marine Division) (1968-1971).   Master of large, self-discharge bulk carriers.  Worldwide trading, carrying grain, iron-ore, coal, coke, bauxite, alumina and gypsum.   Also, Master of Ocean-going tug and barge operations in South America and Atlantic/Caribbean waters.   

Salvage operations tug master.   Master - inland and offshore tug & barge operations.              

 

Furness Shipping Group.(1961-1968).    Royal Mail Lines/Pacific Steam Navigation Co. Progressed from Second Officer up to Chief Officer.  Experienced worldwide trading aboard very large passenger ships, bulk-carriers, car-carriers, and container ships.  Principally voyaging to South and North America from European ports, but also the Black sea , Mediterranean sea , Baltic sea , White sea , including the previous Soviet Union and Satellites.

 

Cunard Shipping Group.  The Port Line Ltd.(1957-1961).     Progressed from apprenticed deck officer to Third Officer.  Based in London , experienced worldwide trading aboard conventional break/bulk and fully refrigerated meat ships.   Mainly from European ports to Australia , New Zealand , South Africa , North America , Caribbean , Argentina , Uruguay and Brazil .
